The US Navy has outlined its strategy to address the rising military threat posed by China in a newly released document. Published on Thursday, the Navigation Plan for America’s Warfighting Navy aims to strengthen the Navy’s readiness and technological capabilities by 2027, positioning it to counter the People’s Liberation Army more effectively.
The report emphasizes two main goals: preparing for potential conflict with China by 2027 and enhancing the Navy’s long-term strategic advantage. It aims to achieve these objectives through the implementation of Project 33 and expanding the Navy’s contributions to the broader Joint warfighting ecosystem.
The 2027 deadline is linked to Chinese President Xi Jinping’s stated ambition of preparing the PLA for a possible invasion of Taiwan by 2030. A previous Department of Defense report titled The Ambitious Dragon noted that if Xi continues to pursue Taiwan’s annexation, the PLA could be ready by 2027, and Xi may act on these ambitions before 2030 to secure his legacy as China’s population ages.
Chief of Naval Operations Adm. Lisa Franchetti stated that the plan builds on previous efforts, setting a course to improve the Navy’s overall readiness. She emphasized the importance of having platforms that are equipped with the right capabilities and personnel with the necessary training and mindset.
The Navy also highlighted that China’s challenge is not limited to the size of the PLA Navy fleet. While ships are crucial, the threat now extends to multi-domain precision warfare, grey zone and economic campaigns, and the expansion of dual-use infrastructure, such as airfields and maritime militias. China’s growing nuclear arsenal further adds complexity to the threat.
Additionally, the plan acknowledges Russia’s continued influence in East Asia, despite its struggles with the conflict in Ukraine. The document notes that Russia remains a significant technological and operational threat in the region.
